Q What is IIAS?
A The Inventory Information Approval System (IIAS) allows a retailer’s point of sale system to identify eligible healthcare purchases by comparing UPC or SKU numbers for purchased items against a pre-established list of eligible medical expenses, as outlined in Section 213(d) of the IRS Code.

Previously without an industry-wide standard, retailers were left to develop their own approach to comply with the IRS, which included making separate contractual arrangements with individual benefit administrators.

However, a group of companies who support health card transactions, the IIAS Standards Interest Group, has been formed to create an industry standard. An IIAS standard will give retailers the chance to implement an industry-wide solution, allowing acceptance of all health care reimbursement cards at any participating location.

What this means to FBMC Payment Card holders (EZ REIMBURSE® Card and myFBMC Cardsm is that their eligible prescription and Over-the-Counter (OTC) purchases will be automatically approved and paid for through their reimbursement account funds. Here is an example of how it works:
  1. An FBMC Payment Card holder picks up a bottle of aspirin, a prescription an a magazine at their local drug store.
  2. They use their FBMC Payment Card at the register to pay for their purchases.
  3. The IIAS system recognizes the Payment Card and enacts FSA rules.
  4. The IIAS system approves the aspirin and prescription, but not the magazine.
Please be advised that not all retailers are currently compliant with the IIAS Standards Group. To see if a store near you is compliant, please check the IIAS Store List. Be careful when making purchases at non-IIAS certified stores, as some ineligible purchases may be approved and result in certain penalties against your account.

Q Will my FBMC payment card be accepted at non IIAS - compliant stores?
A Under Revenue Ruling 2006-69, merchants who can declare that 90 percent of their store's gross receipts during the prior taxable year consisted of items which qualify as expenses for medical care under § 213(d) can accept health care payment cards. For participants, this means FBMC payment card purchases will be processed at those stores; however, all charges to the payment card are subject to follow up documentation (other than co-payment matches, recurring expenses and real-time substantiation) describing the goods or services purchased, the date of the service or sale and the amount of the charge.
